What to do about this guy i like and he likes me but its a messy situation! What should i do?

wait for him to come to you.. he seems fickle-minded. if u go to him first, i think he will just be with you and be okay but who knows maybe he is still thinking of his ex. but if he finally come to u first, you can be certain that he has finally made up his mind and choose you. in the meanwhile don't close yourself to only this r/s, i mean open your eyes and there may be others who like you!
